Copper-based Bottom Paints

The use of copper as a pesticide is currently being studied by the EPA as it looks to re-register copper for this use. EPA’s research will lead to recommendations and/or regulations on how copper-based bottom paints can be used in our industry.

Copper-based bottom paints are used by the boating industry to inhibit the growth of species on boat bottoms. To date copper has been the most effective and efficient pesticide for this purpose. However, copper is a pollutant and our industry is cognizant this fact thus supporting the further research and use of less-toxic alternatives to copper-based bottom paints.

AMI supports such research as well as complete analysis as to sources of copper pollution in our waters as opposed to pollution studies focused solely on the boating industry. Sources such as the copper found in car brake pads should not be excluded from any study on pollution sources and effects.

Action: AMI is monitoring this issue and providing information to EPA and consultants as requested.

Keep American’s Waterfronts Working Act of 2009
Congresswoman Chellie Pingree (D-ME) introduced H.R. 2548 “Keep America’s Waterfronts Working Act of 2009” as legislation to create a grant program for states to use to provide for expansion or improvement of public access.

If enacted the grant program would provide federal funds to purchase threatened marinas outright, or give a non-profit groups funds to buy development rights to keep a working boatyard in business. The act would authorize $25 million, $50 million, and $75 million to the states over three successive years. To be eligible states would have to develop a working waterfront plan and appoint an advisory committee to oversee the program. It would also require a 25% match to the federal funds.

The Subcommittee on Insular Affairs, Oceans and Wildlife, chaired by Rep. Madeleine Bordallo (D-Guam), a cosponsor of the bill, held a hearing on H.R. 2548 in October of 2009. Despite significant bipartisan support, the Obama Administration has indicated it
opposes the bill.

AMI supports passage of this amendment.

Action: AMI is asking members to contact their congressmen to ask for support of this legislation.
